CE Jones Consulting LLC is an MSRB Registered Municipal Advisor incorporated in the state of New York. The firm is a certified WBE/DBE specializing in innovative finance solutions for public infrastructure projects. I advise federal, state, and  local governments and Public-Private Partnership borrowers in the analysis, structuring, and execution of Public-Private Partnerships (“P3’s), project financings, and general government loans.

I have unique experience in project finance and a demonstrated history of negotiating large, complex project financings by employing a variety of innovative solutions. Additionally, I have strong communication skills and the ability to present highly complicated financing structures in an understandable manner.


I am regarded for creative and pragmatic problem-solving  and the proven ability to bring to financial close difficult transactions involving the disparate interests of both domestic and international partners.

I have more than 40 years of experience in financing significant government and P3 projects. For more than 17 years, I served as Senior Financial Policy Advisor to the Transportation Infrastructure Finance and Innovation Act (TIFIA) Credit Program, Build America Bureau, USDOT. In that capacity, I was the lead government negotiator and underwriter for 22 closed financings including the only sale of a TIFIA loan.  I closed over $9.6 billion in TIFIA direct loans providing financing for over $31 billion of nationally significant infrastructure.  Over the course of my 25 year career in public finance prior to TIFIA,  I served as senior manager or financial advisor for over $10 billion of tax-exempt and taxable securities for transportation, real estate, economic development, education, water and sewer, public power, and general government issuers.

My work with the TIFIA Credit Program included government lending to many marquee P3 projects that received acclaim within the industry. These included:

  • The $1.9 billion refinancing and new construction for the Transurban/Fluor acquisition and construction of the Capital Beltway HOT Lanes Project (2009 Bond Buyer Non-Tranditional Deal)
  • The $2 billion Miami Intermodal Center at Miami International Airport
  • The $1.07 billion Port of Miami Tunnel Project (2010 Bond Buyer Non-Traditional Financing Deal)
  • The Macquarie Infrastructure Group's $2.089 billion Elizabeth River Crossings Project in Virginia (2018 ENR Project of the Year)
  • NYNJ Link's $1.436 billion Goethals Replacement Bridge Project (2018 ENR’s New York Project of the Year)
  • Express Mobility Partners  $3.724 billion Transform 66 in Virginia (Global PPP Deal of the Year and North American PPP Deal of the Year by Infrastructure Investor)

I was also the lead underwriter for the federal government in lending to significant public financings such as the following:

  • The $4.979 billion Mario Cuomo Bridge (formerly Tappan Zee) in New York
  • The $2.877 billion I-4 Ultimate in Orlando, Florida
  • The $1.9 billion I-405 Improvement Project in Orange County, California
  • San Diego’s $2.017 billion Mid Coast Corridor transit project
  • Maryland's $636 million US 301 extension
  • Houston's $2.9 billion Grand Parkway Segments D-G
  • The $1.189 billion Transbay Transit Center in San Francisco
  • $372 million for Phase 1 of LA-1 Improvements in Louisiana
  • The $305 million 183-A Turnpike in Texas
  • $482 million Staten Island Ferries and Ferry Terminals project in New York

Prior to the TIFIA Office of the USDOT, my experience included progressive advancements from Associate to Managing Director in Public Finance at major Wall Street firms. I worked on many innovative, complex assignments including:

  • The initial Financing for the Municipal Electric Authority of Georgia (the largest municipal financing ever done at that time)
  • The first Student Loan financing
  • The first Unemployment Insurance Financing
  • The first Municipal Financing for the United Nations Development Corporation
  • The first Financing for the City of Charleston, South Carolina’s Water and Sewer System
  • The first Financial Advisor to the State of Louisiana

I hold an MBA in Finance from Columbia University Graduate School of Business and an EdM concentrating on government management from Harvard University. For most of my career I held Financial Industry Regulatory Authority (FINRA) Series 7, 53, and 63 Registrations. 

Currently, I hold MSRB Series 50 and 54 Registrations.  

I am also a member of Women in Infrastructure (WIN), Women in Public Finance, and the New York Municipal Forum.
